There are an incredible number of factors that go into creating a tier list. How consistently good characters are is a factor that a lot of people value, but then what about how many top players can proficiently play the character? How do you even consider their overall matchup spread against other top characters?
Because of these and more factors, most people have drastically views of the tier list compared to even somebody who thinks somewhat similarly to them.
One big argument, though, revolves around the peaks characters have seen. Knowing this, Practical TAS put together a tier list based on exactly that.

The most important thing to remember when looking at this is that it required him to put together a Tournament Tier System for Melee like already exists for the PGR top 50 Smash Wii U list. It basically gives weight to different tournaments based on entrant numbers, ranked players in attendance, and pot bonus.
Because of Adam "Armada" Lindgren, Peach is the top ranked character, with all the other viable characters falling somewhere underneath her.
Also ICs need to be moved up to A Tier due to Chu's 2nd place finish at DH Austin. Not sure how I missed that.

The only thing incorrect about the list was that his rushed work ended up putting ICs a tier lower than they belonged given the performance of Daniel "ChuDat" Rodriguez at DreamHack Austin.
The fact he created a TTS for Melee at all could mean that the 2017 SSBMRank will have objective rankings, but that remains to be seen.
