Stagger in this sense refers to staggering or otherwise stunning enemies in preparation to deal massive amounts of damage. Many weapons have an additional feature noting that their abilities can deal extra damage if the enemy is already staggered. Its one of the most useful ways to apply a critical-like effect in battle.
The game starts you off with a base of 160% stagger bonus. Fortunately, there are ways to push beyond this that won't severely put you out.

How to Increase Stagger to 200 FF7 Remake
The desire to increase stagger doesn't just come from players. It's actually prompted in-game by Battle Intel Report 12 around Chapter 8—also known as The Stagger Effect Pt. 3. The report will ask you to increase your stagger bonus to 200. Obviously, you'll have had to make your way through The Stagger Effect Pt. 1 and 2, first.
The best ways to increase your stagger bonus come from your teammates Aerith and Tifa. The latter, specifically, has special abilities that aim to increase stagger and damage beyond what can be done alone. Tifa's abilities Whirling Uppercut, Rise and Fall, and Omnistrike are critical keys to pushing past the 160% boundary.
Additionally, you can take advantage of some weapon choices available as your story goes on. Aerith's Ray of Judgement staff and Tifa's True Strike both have extra stagger damage as part of their make-up.
Players who manage to push beyond 200% and into 300% will receive the Staggering Feat trophy for their efforts.
