It's an Elite Equipment level rarity and will take the place of an active item slot, but it works more like a passive item.

Risk of Rain 2 Silence Between Two Strikes
There are three other items like this one because all three give a bonus based on the Elite you ended up killing. Ifrit's Distinction gives you the Blazing aspect, the Her Biting Embrace gives you the Glacial aspect, and the Coven of Gold gives you the Fortune aspect.
Silence Between Two Strikes gives you a lightning shield and drops off the Overloading elite. 50% of your total health is converted into shields and lightning bombs attach to enemies on hit.
It's a random drop so you need to farm Overloading lightning elites until the item drops.
