D&D 3E/3.5 - Need help making a custom elemental 3.5

Alright folks my characters are about to encounter a "Steam" elemental or a combination of both a fire and water elemental. However i'm not sure how to create such an entity and thus i turn to you what i was thinking was using that dex and con of the fire elemental and the str of the water giving it a 50ft perfect fly speed. I was also thinking of having it permanently surrounded by a fog cloud spell and giving it a steam burst breath weapon.
Any ideas would be helpfull, thanks for any advice
You could cheat, and just give a standard air elemental the following:
Immunity to fire
Vulnerability to cold
Burn special attack (and let the steam elemental use it in conjunction with Whirlwind), but without setting things on fire
And then, for rat-bastardy goodness, if the party does over a quarter of its hit-points in cold damage, turn it into a water elemental with full hit points.
